Implementation Group progresses on instruments for investment and transit in the energy sector

On 14 September 2017, the Energy Charter Implementation Group held its fourth meeting at the Energy Charter Secretariat in Brussels. The meeting was chaired by Mr. Sergey Katyshev (Kazakhstan). The Implementation Group collected input for the Ashgabat Declaration, which is expected to be adopted at the Energy Charter Conference in Turkmenistan, 28-29 November 2017.

Delegates discussed best practices to facilitate the consultation process on a potential Multilateral Framework Agreement on Transit of Energy resources. Then on investment issues, the Secretariat presented its work on the Energy Investment Risk Assessment (EIRA) publication and on policy guidance in order to remove non-discriminatory and de facto barriers to the establishment of energy investments.

Finally, delegates reviewed a compilation of summaries of public arbitral awards under the Energy Charter Treaty (ECT) and started discussions on whether further modernization of the ECT should be considered. The next Implementation Group meeting will be held on the 19th of October 2017.
